Stormwater inspection services for construction sites in South Carolina
Construction sites covered by South Carolina's construction stormwater permit (SCR100000) must be inspected on a regular schedule. In a typical inspection, someone walks the site, checks BMPs such as silt fence, inlet protection, construction entrances, sediment basins and stabilized areas, looks for sediment leaving the site and records the fixes needed. The results go into an inspection report kept with the site's SWPPP. The 2026 permit says inspections must happen at least once every calendar week, with no more than 9 days between inspections (SCR100000 §4.2.B). SC Regulation 72-307.B(1) says a site's stormwater plan must provide for inspections at least every 7 calendar days and after more than 0.5 inch of rain in 24 hours (R.72-307.B(1)), so your SWPPP may set a tighter schedule — follow it. The permittee must provide qualified inspection personnel (§4.2.E), and many hire an outside inspector. Use the county and service filters to find businesses. Questions about stormwater inspections in SC
How often does a construction site in SC need a stormwater inspection?
The 2026 permit says at least once every calendar week, with no more than 9 days between inspections (SCR100000 §4.2.B). Stabilized areas may go to monthly inspections while stabilization is maintained and there's no new disturbance there (§4.2.B). SC Regulation 72-307.B(1) says a site's stormwater plan must provide for inspections at least every 7 calendar days and after more than 0.5 inch of rain in 24 hours, so check your SWPPP and follow its schedule if it's tighter.
Who can do the inspection?
For sites that disturb more than 2 acres, the permit (SCR100000 §4.2.E) lists who may inspect: the SWPPP preparer; a person with a registration equivalent to the preparer's who is knowledgeable in erosion and sediment control; a knowledgeable person working under the direct supervision of someone qualified to prepare the SWPPP; or a person certified through an SCDES-approved Construction Site Inspector Certification Course (SCDES says Clemson's CEPSCI course currently meets this). For sites of 2 acres or less that aren't part of a larger common plan, the permittee or a designee may inspect after the SWPPP preparer explains the plan and the inspection requirements to them. SCDES or a regulated MS4 can require a qualified inspector for small sites that drain to Sensitive Waters. You can check a CEPSCI certification on Clemson's public list.
